Yes.Vee it out,clamp it straight.Weld.Make the welded area 'bigger' so you can grind it smooth and back to size.Then drill out hole.Use a section as a 'drilling jig' to get the hole in the right place.You can also use a 'stick' of aluminum in the hole to prevent hot molten steel fron filling the hole.
 
Are you talking about the cutter bar or the knife that does the cutting? I bought a new knife for mine, but that was about 15 years ago. Got a photo?
