Backhoe boom swings from side to side when using loader

I have a case tractor with a loader and what I think is a Sherman backhoe and when using the loader or just driving the tractor and I go over a grade tilting the tractor to one side or the other and the backhoe boom will swing to the side of the tractor that tilts down (you can with a hard full body push swing it as well), the backhoe has two cylinders that move the boom from side to side and the hoe seems to work fine other than that except if you leave the boom up after a few days it will drop back down. What could be the cause of the boom swinging side to side?
 
more than likely it is the packings in one or both of the swing cylinders and they are by -passing internally whether they leak outside or not, there is a small chance it can be in the valve as well but I have seen very few valves go bad

Many things can cause that. Bad bushings in the hyd cylinder connections bad cylinders etc etc.
 
So.....

Is the problem always there, that the backhoe swings side to
side with a lot of slop, even when using it? Your cylinders and
or bushings are worn out?

Or does it just do this when the hoe isn't being used, and it can
freewheel fully from one side to the other side. Like the
hydraulics are free flowing, nothing is locking the hoe in the
centered position? This would mean when at rest, your
hydraulics to that circuit are open and allowed to flow, no
closed valve to lock things in place. Or that valve is not holding
properly....
