A very simple old style planter with no fertilizer it might pull ok.
It won't have the hyd to lift a heavy 4 row, and it won't have the power to pull a 4 row with 4 fertilizer openers.
I've pulled a 4 row JD 7000 with dry fertilizer with a New Holland 1720, which is a 27 hp front wheel assist compact, with a strong hydraulic pump. I had to drive slow (which resulted in one of the better corn stands I've had...). It needed all the power, it needed the 4wd and weight on the tractor in loose or wet ground, and it needed the 2000#+ hydraulics to lift the planter. It was a good planting year, not difficult conditions. My other tractors woulda pulled it better, but didnt have the hydraulics to lift it. I tried. (Regular planter tractor the injector pump died....)
I'd say an N would not make it for all 3 reasons. But an older, wheel lift, no fertilizer setup might go. But it would be tough.
I see a lot of folk making 2, 3, and 4 row 3pt hitch planters out of the 7000 units. Very spendy, but if the tractor 3pt could lift them, I'd think they would work?
