Actually, they can go either way. The "normal" way is nut on top, but if you have hold downs that don't have enough clearance there's really no reason not to put the nut under the bar. It works fine on anything I've tried it on. There may be some downside as some here have claimed, but it's a lot less trouble and expense to put the nut on the bottom than to buy and fit high clearance hold downs.
