NH 846 round baler

I have a NH 846 round baler with the chains. Everything is spinning properly. As soon as a core gets made the bale stops spinning. It keeps adding onto it but the bottom is completely flat. It makes no sense why it would quit spinning because the floor chains are still moving. The front is also packed full of hay where the tier swings. This is very fine second cutting. Is that why? I can open up the tailgate with pto engaged and only half of it will shoot out.
 
In certain conditions the floor chains will cut grooves in the bale and it will stop spinning. I had an 851 do that in some short, thin, very dry alfalfa once. Ended up square balling it...
 
I have had that happen with mine. When it does, I find that starting the core with the tractor ground drive until it is fairly solid solves the problem. If you don't have ground drive, try slowing the pto speed way down until you get a solid core.
 
Thanks for the replies. I just ran the tractor above idle until core was completely made then I took off. Or whenever possible I started out with a little more coarse material. Worked good. Thanks
