IH 37 baler needle problem

Our tractor club owns a IH 37 baler. We are having problems with the needles dropping back down. We have the timing set to where we believe it ought to be. The needles go up like they should when we turn by hand, but they are not dropping back down. Running at higher rpm results in sheared pin. We have cleaned everything. Any help?
 
The pads have already been replaced. We have the pads disengaged and the needles are still not dropping. Any more ideas?
 
Under the bale chamber there is a piece of metal that holds the needle cradle in postion the holes in this metal are worn oblong if i remmeber it can be turned around and everything works good. I did it on my 47 and it works good.
