IH 900 Cyclo Air Planter Problems

Have recently purchased a case ih 900 six row air planter. I have planted 150 acres of corn, has rained and now getting ready to go again. The 1000 pto pump turns and I don"t have any air pressure. It trys to blow air for a couple seconds then quits, then tries again but never blows constant like it was. Any ideas on where to start would be great!
 
I went ahead and drained the oil out of the pump and replaced with new. Now it doesn't even turn the fan at all.. Hoses look ok unless I have one that's collapsed internally.
 
Oh and I forgot to mention when I unscrewed the plug it shot oil out everywhere, so I would think the pump is good and building pressure. I think this pump has an element filter inside.
 
If you have the black 1000 rpm pump there is a round cover on the back that comes off revealing the pump and pickup screen or filter which is probably plugged.
 
Like Jiminny says probably low in oil and has picked up some air. Before you start tearing everything apart, start it full of oil and at an idle crack the hose at the motor to let the pump push the air out. Keep the oil level full in the reservoir. Filter change wouldn't hurt either before you bleed the air out. Air in the system causes surging and an increase and decrease in the seed tank pressure. Hope this helps.....Ron
