Trying to get the knotters on a 24 T to cycle

Working on this old baler. When I lift the arm cant figure why the needles wont come to bring string to the knotters. I am new to all of this. any advice would be appreciated.
 
ASSUMING you are turning the flywheel by hand in the proper direction and are tripping the knotter clutch and nothing happens, the knotter clutch dog is worn, broken, or stuck, or you have a little spring broken.

I'll add to what Bob stated the hump inside the sprocket(parts key #42) could be worn not allowing trip dog the catch and hold. Also standing facing flywheel turn it CCW. Is needle lift shear pin intact?
