If you have a seat then you have a horse drawn planter but I have never seen one with that small of wheels on it and 18" is a small wheel, normal wheel is about 33" in diameter and having a seat unless it is a lister or bedder planter and those could have an 18" wheel as they were never in the area around Ohio the chances are 99.9% that it is a check row planter. May be some around if a normal shoe planter. Your description does not match any standard type of McCormick corn planter and I work with people that still use them behind the horses.

Once you can try to get a picture posted and give us a location so we can figure out the type of croping system that was used there, flat land, planting in borrom of furrow in arid locations for water conservation or planting on top of ridges for either flood irigation or to ceep the plants up out of standing water. That all can help identify the type of planter and once identified then can come up with possible parts for it.
