Field Cultivator Hydraulics

I am putting new shoes on my field cultivator, I hooked up the tractor to lift the unit onto it"s wheels, and the left side comes up, but the right side won"t move. Am I right thinking that the seals in the cylinder on that side need to be redone? I can see the pressure change on the hoses when making movements, I just don"t want to have the cylinder rebuilt if there is something else I should look at first. This is a 26" Tripple K with "wings" on both sides.

Ray, there is a square block that the main line connects to, If i remember right, before when it worked it raised both sides at the same time, and it does appear that the lines on both sides are getting pressurized, which is why I think it could be the cylinder? the block appears to be one hose in, two out.
 
Could possibly be an air lock in the cylinder. If it got air in it somehow fluid will not go anywhere.
 
Some hydraulic systems, such 12 row planters need re-phased. Hold the hyd. lever in down PRESSURE position for 30 seconds, cycle up - down a few times.
