JD 42 Pickup Header

I've acquired a John Deere pull-type, pto powered combine with a pickup head. I'm trying to get it ready to combine some oats.
When I engage the pto, the main drive belt to the header just slips. I've removed the belt powering the canvas, so that I can put a pipe wrench on the drive shaft for the canvas.
It turns extremely hard.
There is an old sticker on the header which says: Run the belts as loose as possible. About 1 1/2'looseness in the center. I've loosened the belts (canvas). It still turns very hard with the
pipe wrench on the shaft. Am I missing something? Suggestions? thanks, kelly
