the wheels are 25in rim, 7in (180mm) center hole, 8 lugs 9 in apart

the original 1952 tire reads 7.4-25

no more manufactured i am told

so either new rims or does someone know where i can get new or used military tires/wheels that fit?

That is -probably- the same bolt pattern they used on their corn pickers (and later spreaders). Try a boneyard for a direct
replacement, or the more common 20" rims that will let you use used semi tires.

I needed tires for my international 100
spreader and Harmon tire in Fall City
Nebraska was the only place I could
find them

You are mis reading the size, that is supposed to be 7:50 x 24" not 25" as there never was a 25 " tire ever made. I have 3 pair of rims setting here with mostly bad tires.

I don't know if you are set on switching out the tims, but the tires on my new idea spreader are the same size as a Farmall A rear tire.
