timing varible speed cylinders on JD 4400

If I follow the instructions in repair manual, top sheave closed, bottom sheave open to time. What speed will the cylinders be working at? Will they be at the fastest speed or slowest speed before any other adjustments?

With the top sheave narrow and the bottom wide,you would have the cylinder running the fastest.The top shaft is the driving pulley and the
bottom is the driven pulley, so it is like being in overdrive.
 
Thanks for response. One other question, are the sprockets and timing chain suppose to be aligned? Mine are at a slanted angle.
