can one turn a crankshaft that stuck a rod and turned the crank blue/black or must that one be tossed?

maybe, only a machinist with a micrometer who's going to grind the crank can tell you that. I'd be leary of blue coloration, depending on the depth and extent of the damage

Your crank may also have lost it's hardness;if you you have it turned you may be down to softer metal.I would replace it,especially if it is diesel.Mark

if it was mine i would not try and use it, you could have a failure down the road after spending time to fix the motor to do it again. with out seeing it it is hard to say but like the others have said i would take it to someone who knows. good luck
