7700 no steering

A neighbor of mine has a 7700 that won't steer. It went in the shed fine, but when he went to get it out this year it had absolutely no steering. No obvious oil leaks, but could air somehow have gotten into the hydraulic system? One of those it broke in the shed mysteries.

Flow divider may be stuck.

Do the other hydraulics work? That combine uses a common resevoir for main hydraulics and steering. It also uses a tandem pump driven off the end of the powershaft.
