Hart-carter spring adjustment

Can anyone tell me how to adjust the float springs for a gen iii floating cutter bar? This new to me head is holding the knife at the top of its travel. The stop chains are loose and don't appear pinned. Am I simply missing something? Can't find instructions online on how to setup. Thanks for the help

Mine has a u clamp with a bolt going through it on each spring strut that runs from front to back on the head.The way i unlock mine is to take the bolt out and turn the clamp over so the metal strap of the clamp is under the strut and spring on each one.I am not sure this is the "correct" way to lock and unlock it but it has worked for me for years.Takes about an hour if the bolts loosen freely.
