H farmall carb problem

tell me what I'm overlooking, cleaned the carb on an h that had sit a couple years it has an ihc carb, when parked it ran fine the exhaust manifold got broken, it was a heater manifold I replaced it with a gas manifold,problem is the engine is flooding, went back into the carb 3 times and even lowered the float some ,the only things that will level the engine off is to open the carb drain a little so it can get air into the main jet,the high speed screw is all the way in, the other way to level it off and I know this doesn't sound right but it helps, was to hold my hand over the end of the carb and restrict the air intake then it will run fine, but if I use the choke any at all it will flood worse,the choke is open and the carb doesn't leak while sitting not running, also if anyone has a break done or flow drawing on the ihc carb for and H I would greatly appreciate it if you would post a picture, I know it's something simple but for the moment I've run into a stump
