Gleaner E Carb throttle shaft set-up?

I rebuilt my carb for my gleaner E and went install it, I realized I didn't know in what orientation the clamp on arms for the governor and throttle cable go. I can not get the linkage to work properly. Carb model: TSX-853. Any info would be nice.

The proper "register" for the governor/carb. linkage is both wide open at the same time,(or nearly so). With the engine stopped, the governor spring should be holding the gov. arm wide open. Install the arm on the throttle shaft so the throttle is wide open, or nearly so. Then the arm which connects to your "throttle" control cable should allow full travel of the gov/throttle shaft. Then as you pull your control lever to idle, it simply overrides the governor, and pulls the throttle lever back to idle.
 
Do the governor arm just gets lined up with the throttle cable on the throttle? Does anyone have a picture of one properly assembled?
