Just put a remain 8.3 cummins in a 1680. farmer friend of mine
that ownes the machine pulled the engine him self and took
pump to the pump shop I swapped all parts over and put new
engine in it runs great but when you pull the throttle back to
the stop position it doesn"t die the pump does have a kill lever
on the back side and if you pull it it does die. My question is
am I missing a bracket or linkage or do I just need to adjust the
idle down low enuff to kill it?

Thanks in advance for the help !

If it was shutdown originally with the throttle lever just back out the top governor cover screw until it will stop with the throttle again. Takes a 13MM wrench and screwdriver. Some applications had a stop lever but never used it.

My 1660 shuts off with the throttle lever. So before you get into the pump, see if you can shut it off just by moving the throttle control farther.

The larger screw above the four bolt plate is the bumper spring assembly, used to help take out surge trouble. It should be OK where it is on a combine engine.
