Diesel surging

One more this AM and then I will quit cluttering up your house. On the 1420 IH...

When I started it the engine was in slow (turtle on the dash) and the idle was poor. It surged repeatedly. I have heard this before on my own tractor which has fuel injectors and is diesel. It does it when you start it after it runs out of fuel. Takes about 10-15 minutes to get the injectors all back in the game before it runs right. On the combine though, is this likely to have been caused by sitting without running a long time or should I have the injectors looked at before I make any decisions? Seemed to run fine at higher RPM.
