Okay, not a garden tractor ... but close.

I have a Troy-Bilt 26" snowblower with a Tecumseh 10 HP engine. It was not run for several years and needed a carb cleaning/rebuild.

Did all of that and it runs great just sitting there. However, under load it doesn't want to throw snow very well.

Had to remove the governor arm to facilitate carb removal and I now think governor adjustment is out of wack.

I have read the online pdf file explain the proceedure but the instruction seem vague to me. (I am a visual person.)

Is there anyone familiar with this procedure?
 
The way I do it, is with the engine not running,move the throttle control to open the throttle plate in the carb to the wide open position. Watch the way the arm on the governor arm moves and the direction the govener shaft turns. Then lossen the screw in the governor arm and see if the shaft can be turned any farther. If you can turn it farther, turn until the shaft stops turning. Then tighten the screw in the lever.
