John deere 425 fuel gage

Gas gage shows full all the time. Took fuel gage/pump out over the last week end, cause the float was floating in tank re attached it, made no difference in how the gage read. How can I test and find if it is the gage or the sending/float unit? Sence took apart now have gas leaking out so have to go and try and stop that. I did put a new filter on while I had it off. any advice would be appreciated thanks in advance
 
One trick I've used on cars is to take a single
flashlight, or pen light battery, and use it to briefly power up wire leading to guage, if the needle stays pinned, reverse polarity, guage should move toward empty. Sometimes a pinned needle must be powered back to empty.

Check ground to float, than use a VOM to measure float resistance, jack up to move fuel, or syphon some off, try again. Varying numbers would indicate a good sending unit.
