JD 214 governor question

My 1986 JD 214 needs to have the governor cross shaft assembly (the one the governor arm is on) replaced as it wants turn completly around. Apparently the rivet that holds the arm to the shaft has broken. I have the engine ready to be removed from the tractor. Do I have to completely tear down the engine to replace the shaft and possibly governor gear? Any assistance will be greatly appreciated.
 
u will have to remove the camshaft to change it
been i while since i did one but i think rod will not need be removed

SOUNDS LIKE YOU NEED THE GOV SHAFT.ID PUT IN A NEW GOV GEAR TOO. AS SAID YOU HAVE TO TAKE THE CAMSHAFT OUT TO DO IT.
 
Thanks for all your responses, I was able to remove the shaft without removing the camshaft, but I had to remove the piston and connecting rod like I thought I would. I had the block bored .20 over 2 years ago with a new piston and rings. The tractor wasn't used until this year. Do I have to buy another set of rings? The ones I took out still look good.
