broken bolts in onan block

bought a 318 jd to mow with this coming yr..moving up from 317 series2 which i like..took heads off to replace rings and grind valves and lower bolts broke off in block...lots of trash in lower fins assume not cleaned and lots of heat developed...anyone have a best way to remove?..thanks for the help in advance
 
Realize, you broke hardened bolts, Did they break above, or below [ flush ] surface ?

If a small stub is visible, try putting a nut
on the stub, mig weld nut to stub. Allow to cool. Warm metal around bolt with torch, squirt water on bolt to keep it cool [ and strong ],
should back out. If break is flush, anneal
stub before drilling. To anneal ...
Set torch for sooty flame, soot up object to
be annealed, adjust torch for netural flame,
heat until soot turns white, than stop, hold torch about a foot away, play flame around to slow cooling. A propane torch can be substituted
now, and briefly used to further slow cooling.
Cooling should take about an hour, to end up
at room temperature. Annealed metal should drill and tap , hardened won't.
