I'm posting here in case anyone who doesn't read mtf sees this and can help me out.
I have a 1971 suburban ss12. My motor was completely rebuilt recently but now I have a new electrical problem. It all started when I forgot to tighten down the top terminals on my starter. I tried starting it for the first time and my friend said she saw sparks underneath the battery. That's when I eventually found the loose wires.
So what happens now is when I start the engine I hear buzzing. It's coming from the solenoid, because it vibrates. I've replaced the solenoid twice now with exact matches, and it still buzzes.
I also replaced the ignition switch. Still more buzzing.
My electrical tester says that the top terminal only has ~8 volts. The battery terminal on the solenoid has 12 volts. Same thing before and after replacing the switch and solenoid.
So tonight I noticed something else.
I removed the starter belt and put power directly to the starter. The pulley starts to spin but slowly at first. If I hold the pulley with my gloved hand it won't turn over at all when I start it over. So there clearly isn't enough power to turn the motor over if I (a woman) can hold the pulley with my own hand.
So, have I ruined my starter? The only thing I haven't replaced is the regulator but I don't see how that could affect any of this.

where did you buy the switch at, I cannot find one? Also, where does the wire from the M terminal on the ignition switch connect to on the engine? I just bought this tractor and the black wire was not connected to the engine, so once it starts, it cannot be shut off unless you pull the choke all the way out! thanks, Rich (richie25rich@yahoo.com)

Buy the used starter ! Never hurts to have
a rebuildable core for rebuilding later, they
aren't any easier to come by.

I clean and rebuild starters and starter-generators all the time, and if the stator or rotor is shorted, normally it will not turn over at all, normally when I run into what you are describing, the communtator is dirty, needs cleaned, the mica cut out of the commutator, and the brushes replaced, you could also have a broken spring on the brushes and not getting good contact. I found a shop not far from here who is very familiar with the Delco Remy starter/generators. The guy told me it can run between $55 to $200 or more to repair, depending on if the armature is bad.
I also found a starter generator on Ebay, for $50 shipped. I'm not sure which is the better option at this point.

If you are getting 12 volts at the solenoid and have replaced it, then you probably have let the smoke out of the starter. Depending on the starter, it may be rebuildable at a small automotive electrical shop. At the very least they can test it.

The battery is a brand new 300 cca "werker".
Before I rebuilt the engine I took off every connection (including lights & ammeter) and sanded down to bare metal. It has brand new pos & Neg battery cables, and a new cable going from solenoid to starter.
The problem started after the sparks from loose starter/generator wires.
I will try connecting my tester to the negative battery & negative starter and will post here when I'm finished.

Take a hydrometer and check the electrolyte in each battery cell. You should have a reading on each cell at 1.260. If one is at 1.100 replace the battery. Make sure all your battery cables
aren't cracked and the connections are nice and shiny. Hal

I would say if the battery is good maybe a bad connection somewhere. Maybe a chassis ground point rusted up ?
While trying to crank read the voltage from the neg post on the battery to the case on the starter. If you read over a volt or so you have a bad connection somewhere in the ground circuit.
