The reading you are getting with ohmmeter between + battery cable & plug lead may be perfectly normal depending on design of electronic ign & coil connections to same, you may be reading thru the electronics or coil winding,as to flywheel key even if it were sheared & flywheel rotates you still would have spark, but out of time with eng,the exception being a point type ign when flywheel key shears & flywheel rotates on crank and points are not in time with magnets/coil position.

Locate & disconnect ign kill lead where it exits eng, check for spark,if no spark, disconnect oil pressure sw or low oil cutoff, check if eng has hi-temp sw,if it does disconnect & check for spark,if still no spark problem in ignition parts, coil air gap or possibly a missing/weak magnet on flywheel,if you have spark after disconnecting ign kill lead, problem in safety sw's,ign sw or wiring on tractor.
