I changed the primary belt the other day and there is a spacer wich is a pully stopwhich resembles an (L-Bracket) near the PTO pulley that allows the pully to be taken off. If this is not set right can it cause the pully to walk back and forth and or vibrate? Could the belt be slapping also causing a vibration. The engine mounts are good and I have had no problem before I changed the primary drive belt out. Please advise! Any one ever had this?

Did you use a DEERE or other QUALITY belt? It wouldn't be the first new belt to have a "flat spot".

If the pulley is walking back and forth you didn'd tighten the spacer bolt. It holds the pulley back against the crankshaft. Then the clutch goes over that. The little L shaped bracket is for the brake system for the deck belt, with the pto off it should be in contact with the clutch pulley to stop it.
