1975 Case 446 w/ONAN motor--How can you get to the starter without removing the whole motor/how else can you remove starter bolts?

If you want to do it right , you have to remove the blower wheel. The starter is bolted to the oil base and the pinion back lash is adjustable. The bolts that mount it are supposed to be grade 8 and are torqued to 20 foot pounds so that it will not move. If you have too much back lash on the pinion it may ride up on top the teeth of the flywheel ring gear. If it is too close the starter teeth will bind. You want to mount the starter finger tight and then move the pinion to engage the ring gear and adjust the back lash. The pinion should have about a .015 to .025 back lash and snug it up with a wrench. Remove the flywheel and torque the bolts. The starter motor is a perminant magnet type with magnets glue inside the housing, so never strike the starter with a hammer as this can loosen and crack them.

By moving the engine cooling cowling to the side, just far enough to get a 1/4 drive socket and extension to the bolts.
