1822 GrassHopper mower problem, need some help.

I just bought a old 1822 GrassHopper from a friend of mine. My problem is the Carb. You have to start the mower with the choke and when the engine fires up and you push the choke in the motor will run wide open and the lowest throttle point. If you pull the choke back out the motor will rev back down but it floods out. And if you run it with the choke half in it will spit and sputter. Can these Carbs. be rebuilt or do you have to buy a new one?$$$$

Also it will not start with the key. You have to turn the key on and jump it across the silenoid? Any Ideas?? Silenoid bad or switch bad?

My Cub won't start with out jumping I bought a new switch and now its ok

The speed sounds more like a governor problem not carb. Usually bad governor, two speeds, idle and full bore.
