Lawnmower quit today. It has a Briggs & Stratton 13 hp Industrial/Commercial engine (model 28M707). The starter will spin the engine but no startee. There seemed to be fire to the plug so I tried taking a compression test using an automotive type tester that screws into the plug hole. Cranked the starter and the guage never budged. The tractor (model 13-38 HXL) is about 6 years old and had all the standard maintenance. Anyone know of any recurring problems with this engine? I'm planning to tear it down as soon as I recover from mowing my half acre with the walk behind Craftsman (which started on the third pull after sitting idle for 5 years!).

Question: 13 H.P. Briggs & Stratton Model 28m707 rebuilt and won't start. Backfires when throttle is at full. Timed right.

I'm out in the garage tearing into the Toro engine. Removed all the useless sheetmetal hiding the engine. Got down to the head and removed it. No holes in the piston. Cranked engine while watching. AHA! The intake valve is not closing. Pulled it out with my fingers. Not connected to anything on the other end. Now what am I looking at? I've never done any small engine repair so forgive my "stupid" questions. Does this sound like some broken $5 parts or major problems on the valve stem end of things. Thanks again. I'll be back in the garage for awhile..... .

Sounds like you lost your keepers. If it is new it may have not been seated properly. If it has over 100 hours of use, it could be that the keepers wore out and broke, you have a weak valve spring, or a bad valve. Good luck.

The machine is 6 years old and I'm sure has well over 100 hours use, but with no meter and no written useage records, who knows? Tore the thing down and found the intake valve spring and keeper just sitting there where they should be except they were NOT on the valve stem anymore. The keeper was not broken and I found no evidence of any other broken parts inside the engine. What could cause it to come apart? Vibration? I noticed that the bolts holding the engine to the chassis were all loose (oops....I guess checking those is not part of the dealer's checklist when I take the machine to him each spring). Also, the exhaust keeper looks much thicker than the intake keeper. The intake keeper is no thicker than a standard washer. The exhaust keeper is much beefier. Is that standard? I'm the only owner of this machine and no one has been into the engine before so it had to have come from the factory that way. Well, anyway, on Monday I'll get some gaskets and button it back up and see what we've got. Thanks for the reply. If you see anything I'm missing feel free to jump in with a comment.

Valves Yes its normal for the Exhaust keeper to be Larger than the intake, The exhaust has a rotator keeper that with every lift of the Valve turns the valve a slight bit to reduce the chances of carbon sticking under the valve causing a Burnt Valve. Id say Vibration Could have knocked the intake Valve keeper off since it was ran with mounting bolts loose on mounting Check list of Dealer Yes it might be good to check those Bolts but you Cannot tell me everyone was loose and you had no idea the engine was rocking whene it started or idles ive had 3 come in here with rod knock complaint's and all it was was loose bolts mounting the engine to the machine
And also your comment about USLESS Metal on the engine well its about as usless as the radiator in your car then Period i dont have to explain why i just said that . Another ??? I have and ive seen it happen many thousands of times Has the Govenor been bypassed making this engine scream at Dangerous speeds That could and does help in dropping a valve . This trick has no effect on HP All by passing a govenor does is makes a Normal running engine that had power for what it was for to a Screamin NO Power engine ready to explode at any minute , No One wants to see what a Exploding blade or Flywheel does to machines or the operator

Didn't mean to ruffle any feathers. The metal I was speaking of was all the sheet metal that (to me) seemed to be just covering up the real engine to make it look better to the non-mechanical eye. If it really has beneficial cooling properties, I will certainly put it all back on...probably will anyway. Thanks for confirming my guess that the intake valve keeper came off due to vibration. Makes me feel more confident that it shouldn't happen again as long as I pay closer attention to the mounting bolts. I think I'll add some split lock washers to those. Factory seems to think Nylock nuts are sufficient. I now believe otherwise. Thanks for the comments.
