I wanted to reply to this but it was archived. This was the top Google result so I was hoping to save other people some trouble. I gave up on finding this part and got a 3d model made. I can sell the plans to anyone who wants them for $20. You just have to take it to a machine shop/3d printer and get one made.

The original single and double pulleys are the same parts. They are a single tall gear made of glass reinforced plastic, double stacked sometimes, with a riveted on steel top plate.

If you're going the 3d-printed route you probably want to use something like nylon or polycarbonate. For machining I'd imagine any metal would do. You could also get a cheap 20% fill one made (like I did) and use it as a blank for a casting mould.
