Yes, I would agree it is an IH ''Type M''.

As others have said, a 6 h.p.''M''. IHC used their own low-tension ''R'' type magneto and an ignitor from 1918, when the 6 HP engine was introduced, until the end of 1922. From 1923 until production ended in 1937 these engines were updated to use a high-tension Bosch or Wico magneto and a sparkplug.
Your engine is the earlier, 1918-1922 style.
