It sounds like you're saying that when the choke plate is nearly closed, the engine runs better. This would indicate that you don't have the right amount of fuel coming in (lean) and cutting down the amount of air balances the mixture.
I suppose my first move would be to take the carb apart and clean everything, including using compressed air to blow through every opening. There might be a little grain of dirt or something plugging up an orifice somewhere.
Also, make sure the fuel filter is in good shape.
