Our son acquired a mower last summer, it came with a home that he bought. it has a 24 hp Kohler, and has always had a starting issue. the
solenoid just clicks but after a few tries it will start. Is it safe to assume he just needs a new solenoid? All of the safety switches
must be made or else the solenoid would not even click, right?

Have a kawasaki that does that at first start. Check all of your connections so they are sparkling clean. Use one of those little car show stainless brushes. Do you have one of those HF battery analyzers? Best 20 bucks you can spend. Will quickly tell you if your battery is getting weak. Most likely you have the wire from the battery or the wire to ground have a crappy clamp or internal corrosion.

Although Jeffcat is right, you need to do some checking before you throw parts at it, If the battery is a good and a 300 Cranking amp or more size, you probably do need a solenoid.

If its the kohler engine that I am guessing it is, it has no compression release and needs lots of amps to start.
