Kohler Engine Problem

Recently was given a Agco Allis 516H. The owner said the 16 hp kohler engine was shot. I had an extra Kohler 17.5 hp so I replaced the 16hp with the 17.5. Had a good spark and the 17.5 stated up right away. The first thing I noticed was the charging system was not working. Then I realized the voltage regulator metal housing was testing positive because the throttle cable touched it and it sparked. Any ideas why the regulator housing is positive? I assume it shouldn't be? Also, what to check to get the system charging.
 
My guess is you have a missing engine to frame ground and it's not the regulator that's hot, the throttle cable is your only ground.
 
Don't the 4 bolts that go from the underside of the frame to the engine provide a ground?
 
Hi is the voltage regulator mount on the engine and is the engine cooling cover metal or plastic if its plastic the voltage reg will need a ground wire to the engine or tractor frame.
