I have adjusted the valves in many different ways and the engine is still bound up. Should I be able to remove and reinsert the valve rod completely? Or is it supposed to be attached to something. What else could be causing the engine to be so bound up? Any help would be appreciated. Thank you.
 
You say the engine is 'bound up'. Can you roll the engine over at all? Does it only stall on compression stroke or at other times too?

If its only 'binding' every revolution and a half or so, most likely it is either the valve adjustment or the flyweight has come off the camshaft and now compression release doesn't work at all. If its the latter, the only way to confirm the diagnosis is to take the sump off the engine.

To answer your other question, The pushrod is held in a pocket in the tappet and another pocket in the rocker by the pressure of the valve spring. That is all that holds it in there.
 
The engine cranks easily with the spark plug removed but only every one or one and half revolutions with the plug in. Then seizes up and will only move if I physically crank it with a wrench. I tried adjusting the valves different ways but didn't help. How would you suggest I adjust the valves? Thank you.
 
NOT sure exactly what engine you have, since you haven't posted a model number.

If you go to the B/S website you should be able to view a manual giving detailed valve setting instructions for your specific model.

ONE unusual way Briggs calls for setting the valves on certain engines is with the piston 1/4" down past TDC on the firing stroke. (NOT sure if this would apply to your engine, tho!)

Setting them properly allows the compression release to function, and makes cranking/starting much easier.

Trying to set the valves without the specific instructions for your engine is useless and meaningless.
 
you say you adjusted valves several ways, what have you done cause there is only one correct way. sure sounds like you got compression relief issues, set the valves correct set them just hair past top dead center on compression stroke. in this position both should be closed and loose
 
If your starter has worn bushings it will have a hard time cranking the engine over the compression stroke.
