Briggs 14.5hp OHV in my old Murray surges

Just got this thing running after sorting for close to 2 years. Wound up having to replace the carb ($25 Chinese one) and put in a new battery, but as soon as I did that, the mower fired right up.

But it's running strangely. With the blades on, at any engine speed, the mower runs and drives great. However, with the blades off (again, not throttle dependent), the governor is bouncing all over the place.

My first thought was fuel starvation, but, no, of i hold the governor still, the motor runs fine. It's clearly getting enough fuel, at any speed, under any load, but the governor is screwy.

What would have caused this after sitting for 2 years. What can I adjust to make it stop?
 
Did you by chance loose a spring or forget to put one on. Many have a spring that hook up so as to keep them from doing what it is doing
 
As old says you either forgot to hook up that spring or broke the
little hook off of the end of the spring. It goes from the littl plate
welded to the end of the throttle shaft with the other end hooked
through the plastic grommet on the govenor shaft. Stops almost all of
that hunting. Next thing drain out all of that gas and put in Hi- Test
gas. Now your carb might be running a touch lean. The main jet give
maybe a 1/2 turn CCw. Think that covers everything. Always fun trying
to fix something long distance. Keep us informed.
 

I've attached two photos. The spring is attached where you say it should be, right? The hook on the end was Undamaged when I hooked everything back up.
 
Idle circuit in the new carb is plugged up with some Chinese junk. Had to take 1 back and get another new carb.
