Scott Intek 17 H.P. when you try to start it it turns stops a couple of times then it starts when it runs for a few minutes the outside of muffler starts to smoke do not see any oil getting on it could it be any thing wrong with valves thanks Paul
 
If its turning part way and then stalling, probably the valves are out of adjustment. If the muffler is directly below the valve cover, the valve cover is probably leaking, dripping on the muffler. Some use a gasket, some use a RTV type sealer.
 
I just put a head gasket and adjusted valves on a 15 hp Intek. The neighbor thought the engine blew and was junking it. It didn't start well, wouldn't roll over when it came up on compression. It also smoked, used oil, and fouled the plug. A small engine guy told me he was sure it was the head gasket, and even drew me a picture and showed me where it would be blown. He was spot on. When He also said that the poor cranking was because of valve adjustment. After the head gasket and valve adjustment I did an oil change. I have ran it now at least an hour and a half total and the oil hasn't went down any. It doesn't smoke, will start, and runs well. There are a lot of you tube videos on Briggs OHV head gasket change and valve adjustment.
 
Also had a Vtech engine with a partially sheered key. That waffle washer on the flywheel can loose it's waffle. I put a big lock washer on instead. Will cause the very same problems.
 
The gasket for those are $5.oo each at your local Briggs parts joint. Check to make sure the cover is dead Straight with no little ripples or kinks from over tightening. The four bolts need to be just a little better than finger tight plus just a tad more. Adjust at .oo4 intake and .oo6 exhaust.
