Toro/Wheel Horse Slow in the turns

Hello,
My uncle passed away a few years ago and I am trying to help my cousin out with her fathers mower. It is a Toro/Wheel Horse Model 520 or 522. Everything works great however when you are driving into a turn the tractor slows right down and goes super slow until you straighten the wheels out again. This machine has power steering. Is this a safety feature? Anything that can be turned off?

It is a safety feature. If you try to turn at regular speed you tend to
slide in a straight line. I have a green machine that does it to me on a regular basis if
I forget to slow down when trying to turn.
 
I wouldn't doubt that it's not some kind of built in feature. I've got four Wheel Horses but none that new, only seen one around here, usually with it's hood up. Asked a dealer once about those new Toro W.Horses and he said they were ok but weren't selling because they cost too much, people were buying 0 turns. Just remembered I used to collect the new model advertising booklets every year, I'll see if I have one later.
 
Found it in a 1997 add, smart turn steering technology reduces speed 40% to make the tight 20 inch steering radius.

Thank you for looking that up. It seems to me it is slowing down more than 40%. Maybe it is just in my head. The owners manual mentioned a filter for the power steering unit. It also said to bring it into the dealer to have it cleaned.
