Wheel horse b-165

Hi folks, got an issue with a wh b-165. When
I start the tractor, the mower blades start
to spin. Ive looked underneath and honestly
I don't know how the whole blade engagement
system work to begin with so I'm kinda at a
loss right now as to what the problem is.
When I push the blade lever there is an "L"
shape bracket that gets pushed up against
the bottom of the pully that comes down from
the motor. That's the only moving parts i
see move when I move the engagement lever.
Not sure how that peice is suppose to
engage/disengage the blades. Any help is
appreciated. Thanks!

Yes that's what it looks like. The pad on number 16 is missing and I'm assuming number 14 comes out of the bottom of the pully to line up with number 16. If that's the case, part 14 is also missing. Are there any wheel horse parts stores out there? I'm a Ford tractor guy where parts are a dime a dozen. This is my first wheel horse
 
So does that pulley have a cone shaped clutch facing to engage the engine. Looks like part 14 has to be there to engage the mower yet you say it runs all the time?
 
The guys over on Redsquare are saying that part 14 is used in conjunction with 16 to slide the concave pully up to engage the blades. In my case I think the whole assembly is stuck in the up position. Perhaps when part 14 when missing/got broken it wedged something inside the pully to keep it engaged I'm not sure without taking everything apart.
