Checking oil level

Even by my standards this is a weird question about a 21 hp vertical shaft Briggs. After sitting overnight or longer,oil level read's 2 inches or more above full mark. Wipe it off and restab it check's on full mark. Stop after running,let sit couple of minutes or half an hour and level check's on full mark. Average looking stick about 8 inches long in about 6 inch tube mounted less than 5 deg off virtical. I know capilary action can pull liquids against gravity but never seen this on sticks in other engines past or present.
 
It must have something to do with the stick being off vertical because my 18 hp Onan does that too. All my straight sticks show accurate readings.....it is puzzling.
 

I would suspect the dip stick is laying against the wall of the tube in some manner. I have a Kohler that has some sort of support that the dip stick goes through/contacts at the bottom, the stick must be wiped off before reading.
 
Caused by Atmospheric pressure. Happens especially in an engine where the dip stick screws onto the filler tube.

Kind of hard to explain. But here is a quick YT video of basically what happens. The air cools in the filler tube and with the oil acting as a seal on the bottom of the tube the oil gets drawn into it.

I've got two Onans that do the same thing. They have about 16 inch dipstick tubes that show about 2 or 3 inches over full when pulled cold. I always loosen the screw in cap when I shut them off and lay a grease rag over it and leave the hood open. I think it's an atmospheric pressure thing, check the oil today, don't use for a week, check again and could read an inch higher or lower.

You have 2 Onans...where can I find a NEW Carburetor Float for my 16 HP Onan..??

I would even get a GOOD replacement carb for this engine..I have a Very Healthy Big Bore Short Block in this old QT-16 Bolens and want to get it back in service..

The Float sticks and I have worked on that float 20 times over the last 3 years and it still sticks...!!

Any help would be much appreciated...
