f910 engine surges

i am working on a f910 for some people we know..he said it wouldnt run right so he installed a new coil (its square) this is an onan engine and it has no id tag on it but i believe its a performer engine..anyway when i went to pick it up it would hardly start and pull itself on the trailer..i couldnt get the fuel pump to work so installed a new one...it will start and run but surges or hunts and still doesnt have very much power..i took the top of the carb off and blew thru the main jet and the little straw with the multiple holes in it... it was clean and in good shape...full fuel bowel and the needle looked ok...perhaps still electrical?..points and condenser?...any other ideas..thanks for any input..by the way i did install a gator style elect pump and it surges whether its on or not so fuel level doesnt seem to matter...thanks again
 
Carb is most likely plugged. Onan had a carb issue when Deere came out with the 318 and 420 series with the Onan engine.
 
Surging is almost always a symptom of too lean. If a partial choke improves the running, that's proof that it is too lean.

Take the carb apart, thoroughly clean the main jet with a piece of wire, something that will go into the jet without enlarging it, but be able to scrape the ID. As fuel/ethanol evaporates, it leaves a layer of film behind. The layers build up, and stick to the point just flushing and blowing won't get it clean.

Also look for vacuum leaks, be sure the float level is right, be sure the idle and mid range circuits are clear (the tiny holes in the carb bore where the throttle plate closes).
 
I had an HH100 Tecumseh doing the same thing. I put a strong mix of Sea Foam in half full tank, ran it for a while shut it off and let it set over night, ran it hard the next day till the tank was empty. Runs great now, idles smooth. Beats a carb rebuild. I always add Lucas to my gas can to help prevent build up. I also use a high octane with no ethanol added.
