Carb leaking fuel even after carb kit

So after putting in the carb kit everything was running good and I didn't have fuel leaking out of the port which aims downward on my flo jet carb. Today it started happening again. When I turn on the fuel it will leak steadily out of the carb. The mower will only start if I have the fuel shut off, if I turn the fuel on while it is running it stalls and I get a flame in the muffler. Any thoughts? I installed all the carb kit parts correctly I believe.
 
You had gas in your float. Did you find the hole letting the fuel in before you sealed the other holes with JBWeld? Holding the float in a pan of almost boiling water will bubble and show you a leak.
 
Yeah I took the float out and it had gas in it again. I have ordered a new one but I will try to patch this one up again to keep me going for now. I was also reading that in 1996 briggs put out a service bulletin regarding these carbs leaking. http://www.external_link.com/attachment.php?attachmentid=830570&d=1401723640 I am hoping I don't need that fix because the parts will probably be hard to find.

One other question. The needle I have which goes up and down with the float is the one with the rubber tip. This would mean I won't have a gasket going into the hole correct? There wasn't one there when I took it apart. The rebuild kit I got did come with a little green gasket, but I know these kits come with parts for different applications.
 
JB weld has given up and the float no longer floats, you could try soldering it or find a replacement float.

You might see if "Jacks Small Engines" in Maryland has what you need. They cover most of the small engines parts
 
A lot of those kits had 2 needles. One that was all aluminum and worked with the little o-ring seat and one with a rubber tip that worked by itself to seal off the fuel in the brass seat.
You are supposed to put in whichever you took out. I don't think the two needle systems interchange. Your carburetor was made for one or the other.
