Craftsman with Briggs carb question..

Lady gave me a old Craftsman lawn tractor with a 38" deck that was made back in 1998. Very clean and well cared for it's age.

I was looking it over closely and noticed what appears to be a limiting cap on one of the crab screw.. Was wondering if it is a limiting cap for the Air Mixture screw? The engine starts easy, runs very smooth and strong and I see no reason to adjust anything on the carb.

Just curious of the cap for I have not seen them before.

The mower had sat for over ten years before I got it. So it does need a new battery and tires for any serious work. But since it will mostly just sit in the shop I think I will just put tubes in them..
 
Common EPA stupid limit screw set up and yep that is what it is so you can not cause it to run rich with out a hassle. By the way that is not old I have an old Murry that was made in 1967 and last I tried it started right up
 
Old is right.

Just an FYI: If you want to remove that limiter cap, be careful as the screw underneath has a necked down place that will snap off. Don't wiggle it back and forth. I have the best luck just busting the limit cap into pieces with side cutters.
