wheel horse 212-H serial 3212BE01 47297 clutch on mower works when I hook it up direct but if I plug it in to wire harness will not work no power there I need a wire diagram for it thanks Paul

If you can read the model/serial tag under the seat, I am thinking that you can find a manual for that Wheel Horse on the Toro website. Toro bought Wheel Horse.

If you go there with your 212-H numbers, you are probably wasting your time. Wheel Horse didn't waste a good hood decal on only one model of tractor.

On most Toros, the wiring diagram is in either the service or operator manual.

While you are at it, check your clutch coil with an ohm meter. If it has less that 2.5 ohms resistance, the winding is shorted and will probably soon fail. And that is probably why it is wanting full battery voltage to work.
