I bought a card from ebay for the tecumseh hh60 on my Troybilthorse. It's flooding the engine ,stumbles and barely runs. Closed both jets all the way,still runs rich, checked the float, it shuts off. Anything else I should look for?
 
Check the float level,same may need an adjustmet,level may be set too high & eng being flooded before float valve shuts off gas.
 
That is the correct replacement part number carburetor for your engine, isn't it?
If its not, its probably going to be impossible to meter the fuel down enough to work.

That said,
Check what Joe C said: the float level.

Another thing to check: On the Troybilt Horse, those engines lean way back. They lean even farther if the tines are worn out. I have seen some where there was an added piece of fuel line-chainsaw fuel line- on the vent tube that went back up the air horn toward the air cleaner.
When I was replacing the carburetor I always replaced the tube too. I presume that in some conditions fuel can leak out the vent into the air horn and then go back through the engine, causing it to flood.

I BELIEVE SOMEONE ELSE HAD A LIKE PROBLEM, WITH EVER THING CHECKING GOOD, REALLY DIDN'T MAKE MUCH SENSE AT THE TIME UNTIL I EXPERIMENTED ON A LIKE CARB. THE BOWL VENT HOLE MAY BE STOPPED UP, HARD TO VISUALIZE THIS PROBLEM,WITH THE GAS FLOODING THE ENGINE AND THE BOWL NOT FILLING UP, TRAPPED AIR WON'T LET THE BOWL FILL TO LIFT THE FLOAT AND GAS WILL GO RIGHT UP THE DUMP TUBE INTO THE CARB VENTURA CAN BE PAINTED OVER OR STOPPED WITH DIRT.

Thanks guys for all the ideas. I reset the float level, no change. I'll check the bowl vent idea too. I agree with with you t.r.k. about them running lean. I have had to reset the jet doing different passes on the same job as the load varied. At this point they have offered me a replacement carb and I said yes. Don't need the machine right away,just getting it ready for my daughter, she's planning on a small farm in the future. thanks again, I'll mess with it a little more and let you know if it gets fixed.
