Throttle Cable "Range of Motion" on a John Deere 2

Hello!
I am working a 214 so that my Mom will have a more reliable mower to use. Thanks to reading LOTS on this forum, I have it nearly complete. I have one minor thing I'm struggling with. Sometime in this mower's life, I believe the throttle cable has been replaced. At least that is my assumption. The handle appears to be an OEM style. However, here is my dilemma. I only have 50% throttle travel. The throttle at 50% up is wide open throttle. Is there a chance one of the linkage holes is hooked up wrong for the throttle? I've attached pictures of the linkage around the carb. While it does not affect the motor from running, I would like to have full "range of motion." Any help is greatly appreciated.

You want full range of travel on the throttle lever on the dash?
O.K.:
In picture 2, the throttle cable is hooked to the inner 'bellcrank' on the blower cover. Inner meaning the bellcrank closest to the cover itself. See the cable is hooked in the outermost hole, the hole farthest from the pivot bolt? It may take some experimenting, but you can move the cable hook from the outermost hole inward to a hole closer to the pivot bolt and that should allow more travel from the lever on the dash.

It may take some experimenting with different holes to get close to full travel of the dash lever.
 
Or another adjustment. Note that in the pic, the cable housing for choke& throttle are uneven. Loosen the screw clamp on the cable housing, move the lever to "fast" position, lettingthe housing slide down to match choke cable, tighten clamp. Could be a quick & dirty solution to the problem.
