Hi if it's Briggs engine In between the exhaust and intake port there
Should be a rod that connects to governor lever it has square nut on top of
of it which is cross drilled , the throttle cable is installed from the bottom alongside the rod
The throttle cable had nuts top and bottom to hold outer casing , and the inner throttle wire
Was bent at 90 degrees and installed onto the cross drilled square nut
Now if u can't find the outer casing nuts you could use a small shaft collar
With set screw
 
One thing that has been done in the past to get past the no nut problem was to drill 1/4" coarse thread nut to just a fraction of an inch smaller than the diameter of the throttle cable casing and then force them onto the casing. The remaining threads in the nut make them stay put and you can still adjust them if necessary.
