MF/Snapper 1650 Front Wheels

The wheels have a full-length bushing rather than ball bearings. The bushings are very worn, flanged, and pressed in from the back side. The hubs are crimped over on the outside to allow for the hub cap. The offset of the hub appears to be different from other 16x6.50x8 wheels, so I've not been able to find used replacements. New ones are outrageous from Snapper. I don't have a lathe large enough to hold the wheel to bore out the brass. Any ideas? Thanks for your suggestions.
 
Would it look possible to bore in from both ends and put a smaller O.D. bushing inside the existing bushing. Then ream them with the shaft size drill to get them concentric?
