Two issues with this unit. Doesn't start using the choke which is over travel on the throttle. I mess with it all kinds of ways, but the only reliable way of starting it is pouring a little gas on the foam surrounding the air cleaner. I have not dug into it, but suspect there is a choke plate that is not closing.
Problem 2, when I get a little off of level, the left blade spindle pulley rubs on the bottom of the foot rest. The deck does not appear to be centered. If it were centered the pulley would probably be inboard enough to clear the footrest flange that turns down. Is this normal, or is it out of position.

The hard starting is most likey the choke not closing. You need to remove the air filter housing so you can see the choke butterfly and make sure it closes completely.

The deck on the stx38 lawn tractor is nothing but trouble. Not made from heavy enough metal. The brackets are always bending. very hard to keep them mowing level.

All the STX38 I've been around the plastic hood breaks at the hinge joints.
